"php.ini" with wordpress, if exist all works well. I can not find a sense -

i have problem have no sense.

i'm using wordpress , when i'm logged in see different page. works well, 1 of user, when logged in, sees home page white. 'strange because other users , administrator account have no problem.

if create "php.ini" file "error_reporting(0);" , put on root folder, works. home page before white.

what's going on? logical explanation?
